There are a number of guys from Florida, South Carolina, North Carolina, Georgia, Texas and California on the roster.
ND recruits nationally. I didn't count, but recall that ND players come from something like 22 states and British Columbia.
There are two guys from Virginia on there this year. (Jalen Elliot and Greer Martini).
They have pulled a few highly regarded guys out of Virginia in past years like C.J. Procise (now with Seattle) and Julius Jones (multiple NFL teams).
Here are the 7 guys the NFL drafted from ND last year, including two first round picks (Ronnie Stanley and Will Fuller):

ND had 8 guys drafted two years before that. So, the NFL type talent is still coming to ND.
Here are ND's Rival's recruiting rankings since Kelly was hired, in reverse order:

So, while ND is not pulling down consistent top five classes like it used to, there is still plenty of talent being recruited to ND.

Urban Meyer turned down ND in 2004 because he wanted ND to recruit a number of JUCO's (not done at ND) and wanted six recruiting slots per year for guys that ND normally would not take academically.
He also wanted player discipline transferred to him from Residence Life.
ND said no, so he said no. Plus, he had already talked to Jeremy Foley at Florida about that job and ND would not even offer the same salary.
