I agree with you that it is silly. However, the SWAC has found


success (relatively speaking) by having a CCG and playing a 9 game round robin conference schedule too. Then again the SWAC's situation is slightly different from other FBS and FCS conferences that have divisions and/or sponsor CCGs. There is the historic factor of the SWAC not being an active participate in the DI-AA/FCS Playoff (i.e. the conference receiving an automatic bid for its champion). The SWAC deciding that its champion should play the MEAC champion in the Heritage Bowl (now Air Force Reserve Celebration Bowl) instead of participating in the FCS Playoff. The SWAC still playing regular season games the same weekend as the start of the FCS Playoff (Thanksgiving Weekend).

The SWAC commissioner has even publicly stated at one point the belief that historically black conferences cannot be competitive against integrated conferences in football. I believe even the MEAC commissioner has made similar comments after the MEAC decided to become active participants in the FCS Playoff and the conference received an automatic bid for its champion.

FWIW this season the MEAC Champion decided to participate in the Celebration Bowl in lieu of participating in the FCS Playoff. Ironically the MEAC received an at-large bid to this year's playoff and its team (NC A&T) lost by 29 points to Richmond in the 1st Round (39-10). FWIW no team from the MEAC or SWAC have been competitive in the FCS Playoff.
