Relatively speaking Notre Dame did recently play in a NCG


so I guess it may depend on the length of time that qualifies for a "down period." Likewise, the length of time that a program has been "good" and is no longer considered to be in a "down period." Winning national championships may not be a valid metric to use since only 1 program can win it each year.
