Tougher to accomplish - shooting sub 60 or a perfect game?

Sub 59 has been done 20 times on major tours, both men and women (Sorenstam had 1). There have been 23 total (21 Modern era whatever that means).

I can't find anything that makes one harder than the other. Baseball can be compounded by having to rely on 8 other people to assist in the perfect game, but I feel like golf is more mentally taxing.
