It does not matter if he is a good money manager because

it is basically not his call. Whit calls the shots, just as Jim and others called the shots before him. There are certain levels of approval above Whit that have to be considered before major initiatives/hires are pursued and funded, but this guy answers to Whit. It is up to Whit to consider which direction to go with regard to spending, subject to higher level review and approval where dictated by VT policies and protocols.
