That is why I said Texas Tech's situation may play out similarly


to VT's situation. The public perception is that Warner got involved and helped VT get into the ACC even though the reality indicates that he didn't really have that much influence on the situation.

There may be a state politician in Texas who believes that Texas Tech shouldn't be left out if the P5s become the P4s. It is possible that politician may not have any ties with Texas Tech and/or may (or may not) have any ties with Texas. If the public perception is that politician has any influence on the situation, then he/she may try to use it to get Texas to agree to join the Pac-16 in order to get Texas Tech into the conference too. It is even possible that the politician really has no influence on the situation and Texas decided to join the Pac-16 because it was the best option for the school.
