I am not sure if that is true or not. WRT the SEC something to consider

is the conference considers 2 cross-divisional rivalries to be critical; "The Third Saturday in October Rivalry" (aka 'Bama-Tenn) and "The Deep South's Oldest Rivalry" (aka Auburn-Georgia). The conference realizes it will be tougher to protect it and still allow its members to play everyone in the other division. If the SEC adds 2 schools in the West Division and moves Mizzou to the West Division too, then it can move 'Bama and Auburn to the East Division and eliminate the need to have protected cross-division conference games. If the Pac-12 becomes the Pac-16, then don't be surprised if the SEC decides to expand to 16 members too.

Whereas the ACC and the Big Ten don't need to expand to 16 members, so there is no incentive to react quickly to the creation of the Pac-16.
