I know in the beginning they were able to get into the Big 12 because of political backing, but that was years ago. Nowadays, I have no idea. That's a large part of the reason I would advocate for Houston to be their replacement. At the end of the day, even if there are Texas state legislators that would want to exert pressure to keep Baylor in place, the Bears are a private institution. Houston, being a public school getting public funding, would have to take precedent, thereby making it a little easier for that kind of switch to happen.
