By your standards, then who would get enough votes to be 16?

The ACC has no better options than WVU at 16. And please don't bring Penn State or Texas into this. Neither are coming to the ACC as 16.

If Texas ever does, it's bringing half the Big12 with them.

WVU's the best of a lot of pretty bad options. If the league can look the other way and allow UofL, then they can surely allow WVU.
