If the goal is recruit tuition paying students from the state of CT

then the ACC doesn't need UConn to be a member of the conference to do it. They can play OOC games against UConn. I believe VT has a history of getting students from NJ prior to having any conference affiliation with Rutgers. The same goes for MD and NC students prior to VT joining the ACC, so I don't see any difference with CT students.

I disagree that the size of UConn's stadium doesn't matter. I believe it does from a perception standpoint. If the ACC gives UConn a "Notre Dame" deal, then it will lose some credibility as a conference. As a football conference the ACC will be viewed as trying to say that UConn football is on par with Notre Dame football. If the ACC adds UConn as a full member then its football credibility will take a hit because UConn is viewed as a "basketball school" that happens to play football. As a basketball conference, the ACC will be viewed as being desperate because it needed UConn basketball to retake the crown as the "best basketball conference in DI" from the Big Ten.

Right now football is considered to be more valuable than football. Also, the ACC is battling with the Pac-12 as being the 3rd or 4th best football conference behind the SEC and Big Ten. If the Big XII goes away and the ACC comes across as being content being the 4th best football conference, then the ACC could find itself in the position where some/all of the "football schools" are looking to leave the conference for a better overall conference. If the ACC truly cares about football and doesn't want to be known as a "basketball conference," then it needs to make more of an effort to make sure the conference (top to bottom) is perceived to be just as strong as it is in basketball.
