Sport count isn't a req. per se, it's the result of other reqs. i.e.,

"the numbers of men and women participating in intercollegiate athletics are substantially proportionate to their overall enrollment"

and

"the total amount of assistance awarded to men and women must be substantially proportionate to their participation rates in athletic programs"

takes a lot to offset football
