I am not sure "hold college soccer back" is the right way to look

at it though because college soccer was never designed to have the opportunity to flourish like the other sports. In terms of prestige, soccer may be the only sport where it is more prestigious to play for a national team than a club team due to the importance of the World Cup. The other sports don't have any national tournament that comes close to comparison with the World Cup. Even the Olympics may be considered less prestigious than the World Cup.

Also, the role of collegiate athletics in other countries may have had a bigger influence in determining the role of collegiate soccer in the US. In most countries collegiate athletics has a club status and is not a primary feeder for whatever pro league in most sports like in the US. So to assume that college soccer could ever have a similar path as college football, basketball, ice hockey, or baseball would be comparable to trying to fit a square peg into a round hole.
