What you describe is not a spiral ride.
Throwing the legs in and then underhooking the arms and stretching the opponent and breaking them down is crucial to getting them in a prone position and is a powerful tool, where they have a a hard time building back to base. After the wrestler is down you can figure four the leg and work to turn such as with the bow and arrow....similar to what we saw Sal doing repeatedly in the tournament. Definitely not a stalling move.
The spiral ride is taking your arm and leveraging inside the opp thigh while at same time chopping the other arm outward and forward in a motion that rotates the down opponent until they break down. Very different than throwing legs, but can be effective just the same.
I actually see more spiral rides in high school and more legs in collegiate IMO.
