Yes, it can seem that way.


Top guy can get called for stalling, but not as common as in neutral or down position, because top is a controlling position. They need to be actively working to break the guy down and gain wrist control and tilt. Down guy needs to actively work to base and either escape or reverse. But yeah 1 minute net riding time is 1 pt and can decide a match so many work for this.
