I would not assume "fairness" is the driving factor if the P4s


end up with more than 64 schools. From a basketball and football standpoint, 64 schools makes perfect sense. Maybe even less schools. However, what about for the other sports? If the P4 decide to form their own division level within the NCAA umbrella, then they have to make a decision about the other sports. Do they require all P4 schools to sponsor the same sports? Or do they give each school and/or conference the flexibility to decide which sports they want to sports? If they go the flexibility route, then the P4s will be forced to add schools in order to have a minimum number of participating schools.
