The power conferences won't be allowed to pull a MAC and have the divisions unbalanced because of requiring divisions to play a round robin schedule. So let's assume that FSU was kicked out of the ACC for its decision not to sign the GoR. Let's also assume that the Big Ten did want to add FSU to the conference. If the Big Ten couldn't decide on a second school to add with FSU, then it may not be able to add FSU until after the bylaws are changed. The Big Ten couldn't have both divisions play a round robin schedule and the same number of conference games if 1 division has 7 teams and the other divisions has 8 teams.

The MAC ran into that same problem with 13 members. If you look at the MAC's conference schedule when it had 13 members, then you will see that at least 1 team in 1 of the divisions didn't play a round robin division schedule every year. The only reason the NCAA said nothing about is because the MAC is small potatoes. However, you can expect someone will protest if a power conference tried to pull that stunt.
