The NCAA has already said they are out of their jurisdiction.

"In a letter to UNC, the COI hearing panel acknowledged that NCAA bylaws "do not generally contemplate the infractions process addressing quality and content assessments regarding academic courses." Then they decided to get involved anyway.

UNC is laying the groundwork to take the NCAA to court. The NCAA needs to do whatever it is going to do. Greg Sankey from the SEC reopened this after UNC did the internal investigation and had that Wainstein Report. It's similar to Penn State and the Freeh Report. The NCAA over reached with the Freeh Report.

The UNC matter is a matter for the Accreditation Board to downgrade the academic rating of the University. It's not the role of the NCAA to start rating academic integrity of the courses at the schools. No one likes that the students at UNC get credit for crappy classes including athletes, but they are not really against any of the NCAA bylaws. It's a matter of who should punish UNC for crappy curriculum.
