The spending habits could be a dangerous category because

it could force schools to spend unnecessarily just to satisfy a minimum threshold. Since Wake is often picked on in examples, I am going to use them in a positive light. Let's assume for the sake of discussion that Wake football has developed into a Boise State or even VT in terms of winning and attendance. Since the school doesn't plan to enlarge its enrollment, then there is no real need to expand the capacity of its stadium. If Wake's spending habits doesn't meet the minimum threshold and the football team is still competing for conference championships, then I am not sure anything is gained by forcing them to spend more money. Instead of spending money to "improve" the football program, they could end up using the money to build a waterpark for the school, upgrade the seating to theatre quality, dome their stadium, or even install a jumbotron that is twice as big as Colossus above the field just to meet the threshold.
