Possibly. Something conferences may consider is any

shifts in the location of the population. If the southeast region sees a boom in job growth (which should lead to population growth), then they may want members in that part of the country to gain better access to potential students. In the ACC's case, it may want to expand the amount of exposure it has in the southeast region by expanding west yet remaining east of the Mississippi River.

In sports the same can be true when it comes to recruiting. One reason the northern schools wanted to make sure both divisions had equal access to FL and GA/SC is because it not only increases everyone's exposure to that fertile recruiting ground, but also evens the playing field. If states like AL, TN, or OH suddenly become more important for football recruiting, then they may want to consider having an ACC member in that state. Since it is unlikely they will be able to lure a Big Ten or SEC school from the respective state, then the ACC may have to look at schools with a lot of potential or at the very least a school that could become another Louisville (aka good in the 2 revenue sports).
