All depends on the definition of flux and further influenced by the time horizon of the person's perspective. In this case the perspective is probably next year and an argument can reasonably be made that both could be in flux.

The loss of Tatum, Giles and Kennard coupled with a few transfers raises lots of questions for Duke and Grayson Allen's return might even raise a few questions. That doesn't mean they will not be good just that the roster is in flux and until you actually see the product on the court there is the possibility K could be scheduling his next back surgery just as easily as reservations at the final four.

UNC has a similar situation with the loss of Meeks and Jackson further compounded by the fact that recent UNC recruiting has not been the steady string of burger boys seen in previous classes. Again, they could be good and Roy Williams and his staff have a historical record of getting the job done but, there are questions(even more than normal) that have yet to be answered on the floor.

From a longer term perspective both UNC and Duke could be in flux. Both face impending coaching changes and transitions from Hall of Fame coaches are not usually handled as seamlessly as the Beamer to Fuente change last year. Adding on, Duke has not been through this in over 30 years and so the argument that it is the school as opposed to the coach is not as easily made. Kentucky, UCLA and UNC can all speak to some inevitable hiccups and false starts.
