16 with ND would be ideal. It doesn't appear that will ever happen. So next best realistic option would be WVU and UConn. Pods would need balance and this can be done so many ways.

Pod 1 (East) BC, Cuse, UConn and Miami
Pod 2 (West) Tech, WVU, Pitt and Loserville
Pod 3 (Coastal) UVA, UNC, Dook and Clemson
Pod 4 (Atlantic) NCSU, Wake, Ga Tech and FSU

Keep Tech-UVA, FSU-Miami, UNC-State and others as permanent cross rivals. Switching Clemson and Ga Tech evens those pods a bit. Again can be done so many ways.
