Four Power Conferences with 16 in each will basically give you that.

If you divide into 2 divisions, you will have two 8 team divisions. However. I think they will go to 4 divisions since it's easier for everyone to play more often and just put two divisions together to get the two team conference championship.

The reason you need the larger overall conference is to negotiate with strength by getting more viewers and hookups. The SEC started it and showed bigger is better and therefore the 8 team conference will now a be a division.
