Sort of, but not really.
The 4x16 model with 4 champs in the CFP makes OOC obsolete. So if you are going to make OOC obsolete, then why not make the conferences larger than 16 with no football crossover or OOC games. And of course there will always be questions about who is in and who isn't. And all this always seems to be a ploy to get ND to join a conference.
But in the system I describe, there is no set amount of teams in smaller or contracted conferences (so it might be as few as 8 or as many as 11). A conference runner-up could still get in the 8-team CFP over the independents and G5 schools, so OOC would impact that (with the one possible at-large, kinda what NASCAR used to call the "lucky dog").
I think there will be legal-political issues with trying to shut the G5 schools out of all avenues to the CFP.
I do think however that you make a good point about the TV money with larger conferences. My concern about that is will the money last, or dry up?
