Disagree. Most people driving after too much to drink believe they can


maneuver their way home without an incident. They aren't going on the road knowing that they are likely to hurt someone else. In fact the data shows just the opposite -- the great majority of people that drive over the limit don't cause accidents. It's one of the reasons they continue to do so.

So no, getting behind the wheel having had too much to drink doesn't infer that you know that you are going to have an accident and hurt someone.
