the overwhelming majority of persons would recognize the primary culprit. the distinguishing factor relates to what league these teams are in. And as doomed as the big12 is, it still does better for its upper and middle tier programs than the ACC. Those programs have options to capitalize on that schools like FSU, VT, and Clemson do not.

Anyhow, just take a gander and give it your best STech at explaining these inequalities away. And BTw, bring evidence and sources for every bit of it.
