The key is ND is not a large State U in a growth area of the country
Certainly, any football power can lose its luster. But I think it's much easier for a school in the sun belt to regain its footing, as Alabama and FSU have. And I think it's much easier for a big state U in the north to regain its footing; i.e., it will be easier for Michigan and Penn State than it would be for ND. Every year Michigan and Penn State not only have a huge new crop of students enrolling, but they have a devoted following of citizens in their states. ND's alums are fewer in number and its non-alum fans are dispersed. There's a reason ND wants to barnstorm the country with neutral site games every year in the Shamrock Series. It's an effort to stay connected with those dispersed fans. But they can't play everywhere.
