It is very few. And it is very difficult for coaches to manage 10 starters and 10 backups, and 10 more in the room. There's just not enough scholarship money to go around. There are extraordinary wrestlers who could demand a full scholarship elsewhere - likely at a school with a lesser program that needs a star - who take much less (usually a 50, 60 or 75% scholarship) so they can be on a better team with better teammates around them.

Title IX and an unwillingness to cut back even slightly on football scholarships are the main culprits. So the NCAA set the wrestling number at 9.9.
