Except you forgot to consider that NCAL is not just the NFL
It is the NFL, NBA, NHL, MLB, MLL, WWE, etc. roled into 1 association. In order for NCAL (something like it) to work, all the schools would probably have to agree to sponsor the same sports. Once you start having partial members here and there, then it can become more difficult to speak with 1 voice. Plus, in terms of competition, NCAL members are competing only against themselves. By doing it that way then it will prevent Jim Delaney from looking out for the Big Ten's interest without shooting themselves in the foot.
The reason CBS, ESPN, FOX, and NBC would be willing to pay the $80 is because they would gain access to other regions they wouldn't have access to under the free-for-all system. ESPN could televise games that normally would appear on CBS, FOX, BTN, PacN, or non-ESPN regional networks.
Something else you may want to consider is who is in control of the situation once the GoR expires; the conference or the schools? A case could be made that the conference's "brand" was built on the brands of its members. A conference's brand is just piggybacking off someone else's brand. If all 14 members decided to leave the SEC at the same time to form their own conference, then do you think people would suddenly lose interest in them just because there is no more SEC? The same question applies to ACC schools, Big Ten schools, and Pac-12 schools. If the conference commissioners and employees of the conferences want to continue receiving a paycheck, then they will ultimately given in to whatever demands the schools make.
