I don't usually follow these kind of things closely at all, so those more knowledgeable please straighten me out...

Is there a chance they just waived him for OTA's because he was not going to be healthy enough to participate fully and they wanted the opportunity to evaluate another player? They could then bring him back for training camp to give him a shot once healthy?

Or is the more likely scenario the one mentioned below, where the injury is really just an excuse and he was unlikely to make the team anyways?
