Youth soccer yellow card for excessive celebration

So here's one I've not seen before. At a soccer tournament over the weekend for my daughter's U14 team. It was the last game and the opponent had already clinched the championship based on points (no playoff games). They score first and then go into a pre-planned celebration. One player takes a knee and the goal-scorer puts her foot up on the girl's bended leg. The first girl then "dusts off" the goal scorer's cleat.

The referee (kind of an old guy) would have none of that an immediately yelled at the girls to come over and booked them both.I thought at the time the celebration was over the top and certainly warranted a card. I still think that but wonder if I should cut them a little slack for being kids. Still, these are middle school age girls (who can be horrible) and we need to stop this crap early, right?
