You are correct.
Casteen informed the ACC Council of Presidents that he would only vote for expansion if VT was included during the first vote to explore expansion and do the site visits. This was all before Mark Warner had any idea who the ACC was, and certainly before he did any inquiry into the situation at all.
But as you can see with the article, Mark Warner has done a good job selling his narrative and taking credit for what happened. He did lobby on behalf of Virginia Tech, but he didn't have any influence over John Casteen. That decision was already made. But outsiders give all of the credit to Mark Warner anyway.
