It appears the BOV for the respective state universities
meet once per quarter. I checked out UVA's and VCU's BOV for comparison with VT's BOV. I found a PDF file for Norfolk State from 2014 that may shed some light on the matter. The file references several bylaws from the Code of Virginia which may shed even more light.
I want to point out this statement on the file, "Section 23-2.05 of the Code of Virginia (2013) requires that each board of visitors of public
institutions of higher education submit to the General Assembly and the Governor an annual
executive summary of its interim activity and work prior to the first day of the regular session of
the General Assembly. " It is possible each state school submits this executive summary in lieu of getting together in Richmond. If they happen to gather in Richmond, then I suspect it is only 1 time each fiscal year (VA's fiscal year ends on June 30th). Also, I would think that not everyone is required to attend the meeting. Maybe each school only needs 1 or 2 people to attend to speak on their behalf.
