VT may have a good academic partnership with UVA.
However, it doesn't necessarily mean VT has as good of an academic partnership with the other ACC schools. It is even possible that VT has a better partnership with a school from another conference than it does with an ACC school.
Right now most conferences want to address the academic and athletic needs of their members. However, a conference cannot address all the academic needs and so it isn't uncommon for a school to become members of multiple academic/research associations. For example VT is a member of the APLU, ORAU, and URA. It is possible that schools could decide some day that athletic conferences address only the athletic needs. While academic conference(s) address the academic and research needs.
