He is correct.

And about your point of being paid for more teams than you have till 2025. Good for them. They were able to negotiate that deal. The ACC added teams in order to renegotiate its current deal. The TV folks could have easily called for a renegotiation of the Big12 deal. THEY DIDN'T. Shrewd move by the Big12. BTW, they get a Sugar Bowl spot and $40 million for it's 10 teams through the Sugar Bowl spot. The ACC and it's 14 teams get $27 million from the Orange. Are we supposed to consider that a negative for the Big12 too? A positive for the ACC? How you gonna spin that one? Come on.

And about the tier 3. The Big12 schools are OBVIOUSLY making money from those things. More money than ACC schools. Texas and Oklahoma make a ton more money than what's available to FSU or Clemson. Is that a good thing for the ACC now too? WVU has an agreement to show/sell rights to 1 football and 8 basketball games per year. Virginia Tech can't do that. VT could get some decent coin for one of its football games. Instead, such games are shown on ESPN3, where I can hardly watch them due to buffering I might add.
