There is a lot of opposition to the 9 games.

The scheduling agreement with Notre Dame killed it. It passed before that. But 9 ACC games + SEC rival + Notre Dame is 11 games. Clemson, FSU, GT, and Louisville don't want. Pitt wants to get a more permanent Penn State series or WVU as alternate, so Pitt doesn't want. Boston College is trying to get long term series with UConn and UMass, so BC doesn't want.

With that many against, the ACC just made the 1 P5 out of conference game a requirement instead. We need to get to 16 to fix the not playing the other division problem.
