For Rice to be serious about football, they need to displace UH locally, and TT, TCU, SMU at the broader level.

They don't have to outcompete TAMU, UT, and LSU for talent to be relevant and regularly get to bowls.

As you say, it would take longer to get to the more elite level. But unlike BC and SU, they are in a part of the country that likes college football and they are not just a commuter school like UH, USF, UCF, etc. They could be Duke at its best in short order.

I wouldn't even remotely consider Rice as an add by themselves...but something to sweeten the pot with UT? I'd take them over TT. And if you have political support in Austin and Houston, then you have quite a bit of pull in the Texas legislature.
