They seem to be willing to help you out and if you are a first time member then your priority order is still going to very low. Other long-time donors in your level are going to get precedence and you probably would have had Zone C parking even if you ordered before the deadline. They are pretty transparent that priority scoring is comprised of donation and duration (as well as many other things). We all start with pretty terrible options and over time get improved options.
