I found my answer... inside for those like me out of the loop.

"Grier was suspended halfway through the 2015 season after a positive test for performance-enhancing drugs while he was a freshman at Florida. The suspension was for a full year, half of which Grier served in Gainesville. Following the season, however, Grier transferred to West Virginia.
There had been some question as to whether the NCAA would force Grier to sit out the first half of the 2017 season, but West Virginia applied for a waiver since Grier sat out the entire 2016 season due to his transfer.
The NCAA granted the waiver, and Grier will be the Mountaineers' starter when the season begins."
