Most NBADL teams are affiliated with 2 NBA teams. However, I think there 1 team affiliated with 3 NBA teams and 1 team affiliated with only 1 NBA team. I would think the NBADL teams receive some sort of financial support from their affiliated NBA team(s).

WRT TV issue, isn't part of the NBADL's problem is there is no network or online service that regularly broadcasts regular season games? Honestly I don't think I see any NBADL games pop up on my radar until postseason gets to the conference championship series or the championship series.
