I get that for the leagues that started late 1800s/early 1900s


However, I am sure population was a factor for the various leagues that were started in the 1970s or late. Most eventually folded, but some were revived (and rebranded) a few years later. For example the Arena Football League was founded in 1987 and only had 4 teams. Major League Soccer was launched in 1995 with 10 teams.
