I wouldn't call it tanking

They built and developed talent in the minors rather than bringing them up to the show before they were ready.

Same thing the Braves did before their run in the 90s. The R-Braves could have beat about 1/2 the teams in MLB and could have easily beaten the team in ATL the year before they brought them all up.
