I believe these are electronic times, which are far slower
As electronic time are based on first movement whereas hand times also remove the reaction time from the timer and sometimes anticipates the arrival at the finish line rather than the exact moment of crossing.
They say electronic timing tends to add about .15-.25 to the time. So a 4.69 electronic time really means about a 4.44-4.54 from what we're used to seeing.
