That's the cynical view
The other view is that the schools with the biggest following have the biggest budgets and spend that money on the best recruiters and the most camps and charter flights to see the most kids. Their offers matter more because they have the best doing what they do.
The "system" schools break this mold by finding players that fit them best. Paul Johnsons offense is the most extreme example but Foster is a "system" DC as well. Now we have Fuente running a Paul Johnson-thru-the-air-offense and he will succeed with 3* RBs and WRs.
