Is there ever a "right time?"


Any time you try to make a point at a dead person's expense, you run the risk of sullying that person's reputation. Unless that person has been convicted of a crime or the court of public opinion in the US has found that person guilty, then there will be public uproar over the point. Especially if that person was convicted in a foreign kangaroo court and that foreign state is suspected of being directly responsible in the individual's death.
