WRT TT, I am not sure Lubbock and El Paso markets

(which pretty much make up the Western Texas Market) has much value. The addition of Texas Tech only makes sense if Texas is looking west (i.e. joining the Pac Whatever Number). Since Texas is looking east, then the Western Texas Market shouldn't be on the Big Ten's radar. If the Big Ten is going to add a second Texas school, then it will probably come from the Eastern Texas Market which includes DFW, San Antonio, and Houston. If I were to predict who that second school might be, then I would say TCU or Houston.
