against cable/satellite providers.

This article makes my head hurt a little so I may not be understanding it correctly but I will give it a shot. I think it is saying instead of leveraging providers against each other which would cause people to switch providers (SECN strategy), a larger strategy with the big ESPN and ACCN is to guide (or threaten the posssibilty of) people to the cut the cord because of the exclusive content there. Could be a valid strategy but speaking as someone who doesn't want to cut the cord anytime soon it means I may not get ACCN through Fios and will have to pay an extra fee for it and switch a different platform to see it.
