The only way the ACC could do North/South is if the divisions

looked like this:

North: BC, Syracuse, Pitt, Penn State, WVU, UMD, UVA, and VT

South: Duke, UNC, NC State, Wake, Clemson, GT, FSU, and Miami

Both divisions would have 3 name brand football schools; Penn State WVU, VT, Clemson, FSU, and Miami. Given that the name brands define a conference's image, I am not sure it matters how strong or weak the rest are since there will be a lot of ebbing and flowing over the years.

Don't forget the SEC East started out being the stronger division. Then over time it shifted to the SEC West. Eventually it will shift back to the SEC East and so on. The reason the SEC went with its divisional alignment is because it wanted an equal number of name brands between the divisions. It has worked for the SEC, so no reason for the ACC to re-invent the wheel.
