HB 1897 did not ban increases in athletics fees, it put a % cap on how much

schools can charge relative to the size of their athletics departments.

Div III with no football can fund 92% of AD with student fees.
Div II not mentioned in the article.
Div I with no football can fund 78% of AD with student fees.
Div I FCS can fund 70% of AD with student fees.
Div I G5 can fund 55% of AD with student fees.
Div I P5 can fund 20% of AD with student fees.

Also, "The law also requires state schools that want to add a major sport such as football, or seek to play at a higher NCAA level, receive approval from Intercollegiate Athletics Review Commission."

A lot of VA schools will have to raise money from donations, ticket sales and other methods to become compliant.

Most schools have 5 years from July 1st, 2016 to meet their goals. ODU has 10 years because they are currently at 73% and have to get down to 55%.

NSU 80%
JMU 79%
GMU 84%
Radford 88%
Longwood 87%

"Cox said the figures listed in USA Today could be misleading because schools often calculate their budgets differently.

The new law requires state agencies to come up with a standard formula for reporting athletic budgets by Nov. 1."
