It does matter from a branding standpoint.

If the ACC wants to improve its brand as a football conference, then it needs programs that can demonstrate the ability to obtain high levels of success in multiple decades as well as the ability to achieve it now. Even though Michigan St, Wisky, UDub, Okla State, Pitt, and WVU aren't blue bloods, enough people recognize the quality of their football product.

There are enough people alive today to experience at least 1 of their "glory days" (however that may look) and some have been lucky enough to experience 2 or 3. One reason Miami, Notre Dame, and Texas are able to stay as relevant even though they probably shouldn't by today's standards is because the younger generation is educated on their glory days to the point where they may desire to witness a school's return to its glory days.

Even though most people don't remember UMD's "glory days," people do know that UMD has been good multiple times and people are more likely to give UMD the benefit of doubt. Whereas most people see UConn as a "basketball school that recently happened to learn how to play football" (not realizing UConn had a football team since the late 1800s/early 1900s. UConn may always be stuck with tag since no top recruit (in his right mind) will want to play football in East Hartford (no on campus stadium in Storrs) and CT isn't a state known for producing top quality HS football.
