The enterainment dollars for most consumers is maxed out

The community in which I live is having a lively debate about whether to build a stadium to keep our single 'A' baseball team, the Potomac Nationals. The team would like the county to build the stadium. Many in the county are saying "hell no". 25 million bucks is all the P-Nats want. How many schools and hospitals could we build with that money say the opponents.

The numbers are tricky though. The P-Nats average under 3000 fans a game in a county of nearly half a million people. You can take a family to a game for less then 100 dollars. But as I said, the competition for entertainment money is enormous. Bottom line is the up front cost of building a stadium is a losing proposition for the county

That debate would occur in every location were the NFL and NBA to entertain the idea of a minor league. Its a nice idea to have a minor league baseball team in your town. But the reality is most minor league teams are barely profitable or even losing money. Its MLB that funds the operation.

The NFL and the NBA have a minor league in college athletics and I don't see the professional sports agreeing to take money from their pockets to fund a minor league when college athletics fill that bill cost free to them.
